Following is a summary of the Formula 1 Rules and Regulations for the 2006 Formula 1 Season (compare with the 2005 F1 regulations) :

Technical Regulations:

Article 5: Engines
5.1.2Subject only to Article 5.2, engine capacity must not exceed 2400 cc.
5.1.4All engines must have 8 cylinders arranged in a 90º “V” configuration and the normal section of each cylinder must be circular.
5.1.5Engines must have two inlet and two exhaust valves per cylinder.
Only reciprocating poppet valves are permitted.
The sealing interface between the moving valve component and the stationary engine component must be circular
5.2Alternative engines :
For 2006 and 2007 only, the FIA reserves the right to allow any team to use an engine complying with the 2005 engine regulations, provided its maximum crankshaft rotational speed does not exceed a limit fixed from time to time by the FIA so as to ensure that such an engine will only be used by a team which does not have access to a competitive 2.4 litre V8 engine.

Article 10: Suspension and Steering Systems
10.1Sprung suspension
10.1.2The suspension system must be so arranged that its response results only from changes in load applied to the wheels.
10.2Suspension geometry
10.2.1With the steering wheel fixed, the position of each wheel centre and the orientation of its rotation axis must be completely and uniquely defined by a function of its principally vertical suspension travel, save only for the effects of reasonable compliance which does not intentionally provide further degrees of freedom.

Sporting Regulations:

Quantity of tyres
75)
a)
During the Event no driver may use more than seven sets of dry-weather tyres, four sets of wet-weather tyres and three sets of extreme-weather tyres. A set of tyres will be deemed to comprise two front and two rear tyres all of which must be of the same specification.
If a driver change is made during an Event the tyres allocated to the original driver must be used by the new driver. If the new driver is a third driver entered under Article 58(b), any tyres used on the first day of practice will not count towards his total number of sets.

a)
No driver may use more than one specification of dry-weather tyre after the start of the qualifying practice session.
Spare Cars and Engines
87)
a)
Each driver may use no more than one engine for two consecutive Events in which his team competes. Should an engine change be carried out before the end of the qualifying practice session any drivers concerned will drop ten places on the starting grid at that Event for each change that takes place. Unless the driver fails to finish the race (see below) the engine fitted to the car at the end of the Event must remain in it until the end of the next. Any driver who failed to finish the race at the first of the two Events for reasons beyond the control of the team or driver, may start the second with a different engine without a penalty being incurred.
b)If a driver is replaced after the first of a two Event period, having finished the first Event, the replacement driver must use the engine which was used for the first Event.
Refuelling
88)
b)
Fuel may not be added to nor removed from any car eligible to take part in the third period of qualifying practice during that period. At any time between the end of qualifying and one hour and thirty minutes before the start of the formation lap fuel used during the third period of qualifying may be replaced.
Qualifying Practice
115) The qualifying practice session will take place on the day before the race from 14.00 to 15.00.
The session will be run as follows :
a)From 14.00 to 14.15 all cars will be permitted on the track and at the end of this period the slowest five cars, taking into account only laps which were completed before the end of the period, will be prohibited from taking any further part in the session.
Lap times achieved by the fifteen remaining cars will then be deleted.
b)From 14.20 to 14.35 the fifteen remaining cars will be permitted on the track and at the end of this period the slowest five cars, taking into account only laps which were completed before the end of the period, will be prohibited from taking any further part in the session.
Lap times achieved by the ten remaining cars will then be deleted.
c)From 14.40 to 15.00 the ten remaining cars will be permitted on the track.
The above procedure is based upon a Championship entry of 20 cars. If 22 are entered six cars will be excluded after each of the periods a) and b) and, if 24 are entered, six cars will be excluded after each of the periods a) and b) leaving 12 cars eligible for period c).
The Grid
129) At the end of qualifying practice the times achieved by each driver will be officially published.
130)
a)
The grid will be drawn up as follows :
  1. The last five positions will be occupied by the cars eliminated during the first period of qualifying, the fastest in 16th position.
  2. The next five positions will be occupied by the cars eliminated during the second period of qualifying, the fastest in 11th position.
  3. The top ten positions will be occupied by the cars which took part in the third period of qualifying, the fastest from the position on the grid which was the pole position in the previous year or, on a new circuit, has been designated as such by the FIA safety delegate.

If two or more drivers set identical times during any one of the three periods of qualifying priority will be given to the one who set it first.
If more than 20 cars are entered in the Championship appropriate amendments will be made to the above in accordance with Article 115.

b)If more than one driver fails to set a time during any one of the three periods of qualifying they will be arranged in the following order:
  1. any driver who attempted to set a qualifying time by starting a flying lap ;
  2. any driver who failed to start a flying lap ;
  3. any driver who failed to leave the pits during the period ;
c)Any driver who incurs a penalty under Article 87(a), and as a result is placed behind the last car from the first period of qualifying, will take precedence over any driver who incurs a penalty under Article 87(c). Both of the above will take precedence over any driver whose qualifying times have been deleted for any reason.
In all the above cases if more than one driver falls into a single category they will be arranged on the grid in numerical order.
